Transport Assistance
Find out if you qualify for transport assistance through a total mobility scheme.
Some regional councils offer assistance with transport or associated costs for residents with special needs.
If you suffer from serious mobility constraints, you may apply for travel assistance through the Total Mobility scheme. The Total Mobility Scheme may include subsidising public transport. The Scheme is also referred to as Transport Assistance or Transport for disabled people.

Mobility Parking
The Mobility Parking Permit Scheme is an officially recognised concession-parking scheme owned and administered by CCS with the co-operation of all city and district councils.
Parking concessions are granted to people with disabilities who qualify under set criteria to park as close to their destination as possible.
All qualifying applicants receive a Mobility Parking Permit permit card, known as a mobility card, which has a membership number. The card must be clearly displayed on the inside of the front windscreen or the dashboard, while the card-holder is parked in a designated mobility car space. All applications have to be certified by a doctor and a fee is charged for the permit (see below).

Permit holders are entitled to use:

  • Accessible car parks (outlined in yellow and displaying the wheelchair symbol)
  • Standard car parks and metered spaces for longer than stated times
  • Time-restricted zones, eg. P30 for longer than stated times as set out in local by-laws

To be eligible, the applicant must either:
  • Be unable to walk and be reliant on a wheelchair for mobility, or
  • Rely on mobility devices (eg. crutches, walking sticks, walking frames), or
  • Be unable to walk more than 200 metres unassisted because of the nature/severity of their condition.

Individuals with a temporary disability can also apply for a Mobility Parking Permit mobility card.

For an application form, contact your general practitioner, medical specialist or nearest CCS branch. Remember that permits cards can only be issued with your doctor`s signed approval. Mobility permits cards are available for up to five years.

To get an Invalids Benefit you need to be 16 or over and:

  • unable to work 15 hours or more a week because of a sickness, illness or disability which is expected to last at least two years, or
  • terminally ill, not expected to live more than two years and unable to regularly work 15 hours or more a week, or
  • permanently blind with a specified level of restriction in your visual field or in the sharpness of your vision.

You'll also need to be a New Zealand citizen or permanent resident who normally lives here to qualify.
